Saudi buyers can choose from local and international vendors, so a technology list or “best company” claim is not evidence. We propose a written comparison covering an inspectable prototype, ownership of code repositories, cloud and store accounts, acceptance criteria, support boundaries, and an exit and data-export path. The customer decides whether remote contracting fits procurement and regulatory policy.
SDAIA states that the Personal Data Protection Law defines data-subject rights, controller duties, and rules for transfers outside the Kingdom. Discovery records data categories, proposed hosting, subprocessors, retention, and deletion so the customer can review the map with qualified counsel. ZATCA governs Saudi e-invoicing requirements. We do not call an integration ready until the business phase, provider, interfaces, credentials, and acceptance, rejection, and correction paths are known and tested. The same rule applies to payment, identity, and messaging providers: verify the provider capability first, then build the adapter and test failure, retry, and reconciliation.
Delivery is divided into discovery, workflow prototype, short releases, acceptance, and staged launch. Decisions, assumptions, and exclusions are recorded in shared documents, with a testable build reviewed on a fixed cadence. If on-site work, local training, or a Saudi contracting entity is required, it becomes an explicit commercial prerequisite rather than an implied promise.
